1. Savan-SENO Special Economic Zone C – Savan Park - On 18th May 2007, the Government of Lao PDR and Malaysia based Pacifica Streams Development Co., Ltd. signed a MOU where both parties agreed to jointly research and develop a new commercial and industrial hub in Savannakhet Province of Laos. - Under the agreement, Savan Pacifica Development Co., Ltd. – a joint venture company formed by the Government of Lao PDR and Pacifica Streams Development (Malaysia) Co., Ltd. – will undertake the responsibility to set up and develop the Savan-SENO Special Economic Zone C. 2. Main Function and Responsibilities of Savan Park - To organize, plan and implement development in Savan Park Special Economic Zone. - To develop and construct infrastructure, commercial and industrial buildings for Savan Park. - To assist investors to gain high returns from investment under the Special Economic Zone’s incentive program. - To monitor and follow up on investment applications to ensure investors received response within five working days. - To provide a secured investment environment to safeguard the interests ofinvestors. - To act as a medium between the Central Government and investors concerning investment related matters. - To offer investors the most effective logistic infrastructure to deliver goods to Vietnam’s Danang deep sea port and Thailand’s international deep sea port inChonburi. 3. An Overview of Savan Park - Situated along the EWEC (East-West Economic Corridor)- which is a 1,450 kilometers route linking Myanmar’s Mawlamyine Port and Vietnam’s Danang Port .Thus, having the advantage of connecting Thailand’s Mukdahan in the west, Vietnam’s Lao Bao in the east, China’s Yunnan in the north and Cambodia in the south. - Ideally located along the Route No.9 in Savannakhet Province where the Second Friendship Bridge is only two kilometers away. - Only five kilometers away from the international airport in KaysonePhomvihane District. This airport is upgraded as an international gateway to meet the transportation needs for increased goods and passenger traffic of the EWEC. - Savan Park (Site C) of Savan SENO Special Economic Zones is specially equipped and backup with a newly commissioned 115/22 kV substation erected by Electricity De Lao, the national electricity utility company to ensure stability and efficiency of electricity power supply for all investors in Savan Park. - Investors are fully protected under the laws enacted for the Special Economic Zone, the Lao’s Constitution and international agreements signed by the Government of Lao PDR. Investors’ properties cannot be nationalized. - The Government of Lao PDR has introduced a series of investment incentives- the highest tax exemption period is up to 10 years.
