Quang Tri Department of Industry and Trade (DOIT) was established in May 2008 on the basis of the merger between the Department of Industry and the Department of Trade and Tourism according to the Decision No. 748/QD-UBND dated 28 April 2008 of Quang Tri Provincial People's Committee (PPC).

Location, function:

1. Quang Tri DOIT is a specialized agency under Quang Tri PPC and has the function to advise and assist Quang Tri PPC in performing the function of State management over industry and trade, including: mechanical engineering; Metallurgical; electricity; new energy; recycled energy; Oil and Gas; chemistry; industry explode materials; Mining and mineral processing industry; Consumer industry; Food industry; Other processing industries; Circulation of goods in the province; export; import; Border trade; market management; Competition management; promotion; Monopoly control; Anti-dumping; Anti-subsidy, protection of consumer interests; ecommerce; Commercial services; Economic integration; Management of industrial clusters and spots in the localities; Industrial promotion activities; Public services under the jurisdiction of the Department.
2. Quang Tri DOIT has the legal entity status, its own seal and accounts; To submit to the direction and management of the organization, payroll and work of Quang Tri PPC, and submit to the direction, inspection and professional guidance of Vietnam Ministry of Industry and Trade (MOIT).

Duties and powers:

1. To submit to Quang Tri DOIT:
   1. Draft long-term, five-year and annual plans; Guidelines, policies, programs, measures and specific regulations on development of industry and trade in the area.
   2. Draft decisions and directives under the promulgation authority of the provincial People's Committee in the field of industry and trade.
   3. Draft regulation defining the functions, tasks, powers and organizational structure of the Market Management Sub-Department in accordance with the regulations of the Government, the guidance of the Ministry of Industry and Trade and competent state management agencies.
   4. Draft regulations on title criteria for heads and deputy heads of Departments of Industry and Trade; Participating in the draft regulation on the criteria of leaderships in charge of industry and trade of the Economic, Economic and Infrastructure Division under the People's Committees of districts, towns and cities in the province.
2. To submit to the Chairman of Quang Tri DOIT:
   1. Draft decision on the establishment, merger or dissolution of units under the provincial / municipal Industry and Trade Services according to the provisions of law.
   2. Draft specific decisions and directives under the promulgation authority of the Chairman of the provincial People's Committee in the field of industry and trade.
3. To guide and inspect the implementation of legal documents, policies, plannings, plans, schemes, programs and regulations on trade and industry development after they are approved; Information, propaganda, guidance, dissemination and education of laws on the industry and trade.
4. To Assist the provincial people 's committees in appraising the basic designs of investment projects for the construction of industry and trade development works in the province as decentralized; To appraise, grant, amend, supplement, extend and withdraw licenses and certificates under the management of the DOIT according to the provisions of the laws, the assignment or authorization of the PPC.
5. Regarding Industrial and handicraft sectors
   1. Regarding mechanics and metallurgy:
      To organize the implementation of the planning, plans and policies for the development of the mechanical engineering industry, the metallurgy industry, the development of key mechanical and electronic products and hi-tech products. Mechanical engineering, automation, industrial electronics in the province.
   2. Regarding Electricity and energy:
      • To Organize the implementation of electricity development planning and plans, developing new and renewable energy applications in the province.
      • To Organize training courses on legal knowledge on electricity activities and electricity use for power units in the province; Training, professional fostering, professional and electrical safety for officials and technical workers of rural electricity management organizations.
      • To organize the implementation of electricity price plans in their respective provinces after being approved by the competent authorities.
      • To Coordinate with competent state agencies in conducting electricity examination and inspection according to the provisions of law.
   3. Regarding chemicals, industrial explosive materials and assorted machines and equipment subject to stringent requirements on technical safety:
      • To organize the implementation of the planning, plans and policies for the development of the chemical industry, industrial explosives and assorted machines and equipment with strict technical safety requirements in the province.
      • To Assume the prime responsibility for, and coordinate with the concerned provincial agencies in, inspecting and handling violations of the legislation on management, use, preservation and transportation of chemicals, industrial explosive materials and liquefied gas. And machines and equipment with strict requirements on technical safety as prescribed by the laws.
   4. Regarding the mining and processing of minerals (except minerals used as construction materials and cement):
      • To assume the prime responsibility for organizing the implementation of the planning on mineral exploration, exploitation and processing in the provinces after they are approved by competent authorities.
      • To organize the implementation of the planning, plans and policies for the development of the mining and mineral processing industry in the province; Inspect the implementation of measures to protect the environment, safety regulations in mining and mineral processing in the province.
   5. Regarding consumer industries, food industry and other processing industries:
      • To organize the implementation of the approved plannings, plans and policies, including textile and garment, leather and footwear, paper, porcelain, glass, plastic, beer, wine, soft drinks, Tobacco, confectionery, milk, vegetable oil, flour and starch processing.
      • To guide and inspect the observance of standards and standards on quality of industrial products, safety and hygiene and the industrial environment; Food hygiene and safety from production to circulation into the management of the Department of Industry and Commerce.
   6. Regarding industrial promotion:
      • To Implement programs, plans and projects on industrial promotion in the locality, including activities implemented with national industrial extension funds and activities implemented with local industrial extension funds.
      • To Organize training and fostering to raise the capacity to organize industrial promotion activities for industrial extension staff in localities.
   7. Regarding clusters, industrial and small scale industrial and handicraft points:
      • To assume the prime responsibility and coordinate with the concerned agencies in organizing the implementation of programs, schemes, mechanisms, policies and plans on development of small- and medium-sized industrial enterprises, Tables (including occupations, rural craft villages, cooperatives in the field of industry and trade); Approve the charter of the organization.
      • To implement preferential mechanisms and policies to attract investment, import and export, taxes, finance, labor and technical infrastructure construction, site clearance, relocation of production and construction establishments. New industrial clusters, spots, handicrafts in the area after being approved.
6. Regarding trade areas
   1. Domestic trade:
      • To Organize the implementation of the planning, plans, mechanisms and policies for the development of the wholesale and retail commercial infrastructure network, including types of markets, trade centers and systems Supermarkets, shops, trade cooperatives, trade services; The system of commercial agents, franchisees and other types of commercial infrastructure.
      • To Assume the prime responsibility for, and coordinate with the concerned agencies in, guiding and organizing the implementation of mechanisms and policies to encourage the expansion of business networks, development of goods circulation and formation channels Goods circulation stable from production to consumption in the province.
      • To implement preferential mechanisms and policies to encourage and support production, business and life of ethnic minority people in mountainous and remote areas in the province. Essential goods, supporting the circulation of goods and commercial services ...).
      • To Synthesize and process information on the market in the province on the total flow of goods, total supply, aggregate demand, circulation reserve and price fluctuation of essential commodities, Books for ethnic minority people in mountainous, remote and isolated areas.    2. Import and export:
      • To organize the implementation of policies, plans, programs and schemes for development and export of goods; To develop the service of import and export of goods in the province.
      • To Manage import and export activities of domestic enterprises and foreign invested enterprises, foreign traders without representative in Vietnam in the province.
   3. Border trade:
      • To Organize the implementation of policies on development of border trade, including: trading in categories, small-scale traders and cross-border traders of traders in the locality.
      • To coordinate with concerned agencies in summing up the situation of operation of border-gate economic zones; To propose amendments and / or supplements to policies and measures to boost border trade to suit the reality in their respective localities.
   4. e-commerce:
      • To assume the prime responsibility and coordinate with the concerned agencies in building the e-commerce application infrastructure in the province.
      • To organize the implementation of policies, plans and programs for fostering and developing human resources in service of e-commerce management in their respective localities.
   5. Market management:
      • To Organize the market management in the province according to the regulations of the Government, the guidance of the Ministry of Industry and Commerce and the competent state management agencies.
      • To Guide and inspecting the implementation of law in the field of industry and trade by organizations and individuals in the province; To conduct specialized inspection according to the provisions of law.
      • To assume the prime responsibility for, and coordinate with the concerned agencies in fighting against smuggling and trading of illegally imported goods, banned goods, combat the production and trading of fake goods, poor quality goods and goods in violation of the regulations on ownership wisdom; Against acts of speculation, market manipulation, commercial fraud of organizations and individuals in the province.
   6. Competition, anti-monopoly, anti-dumping and anti-subsidy, protection of consumers' interests:
      • To guide and organize the implementation of the provisions of law on competition, anti-monopoly and anti-dumping; Anti-subsidy, protection of consumers' interests and ensure a healthy competitive environment in the province.       • To Collect, build databases, manage and provide information on dominant enterprises in the market, monopoly enterprises headquartered in the province; About competition rules in association; About the exemptions.
   7. Economic integration:
      • To Implement specific plans, programs and measures on economic integration and international trade in the province after being approved;
      • To Assume the prime responsibility for, and coordinate with concerned agencies in, disseminating and guiding the implementation of local plans, programs and regulations on international economic and trade integration.
7. To assist the provincial People's Committees in performing the State management over enterprises, collective economic organizations and private economic sectors; To guide and inspect activities of associations, associations and non-governmental organizations in the field of industry and trade in their respective localities according to the provisions of law.
8. To guide and inspect the implementation of the mechanism of autonomy and accountability by public non-business units under the provincial / municipal Industry and Trade Services under the provisions of law.
9. To Implement international cooperation in the field of industry and trade according to the law and decentralization of the provincial People's Committee.
10. To provide professional guidance in the field of industry and trade to economic and infrastructure sections under the People's Committees of rural districts, towns and provincial cities.
